The region’s investment agency is looking for a way to take away the site with the production base from the company

Tyumen Road Company is losing the market in the Kurgan region. The municipal authorities have already terminated a large contract with her for the construction of roads in one of the microdistricts, the development of which was staked by Governor Vadim Shumkov. Another major TADC contract on the same territory has been completed by less than a tenth, but government officials, who paid for more than half of the work in advance, assure residents that a section of the road costing hundreds of millions will appear before the end of the year. Failure to commission a significant object may result in the company being included in the register of unscrupulous suppliers. Representatives of the road construction market point to the company’s likely problems with the selection of subcontractors, the inability to complete the project on time, and the strengthening of competitors. This construction season, companies that are associated with the business of the family of Russian Federation Council member Sergei Muratov and his son-in-law have actively announced themselves. Meanwhile, representatives of the “Investment Agency of the Kurgan Region” do not give up attempts to deprive TADC of the site with the asphalt concrete plant located on it, and prosecutors go to the industrial site with inspections.

MKU “Department of Road Facilities and Improvement of Kurgan” terminated the contract for the construction of a road along Pervomaisky Avenue worth 291 million rubles due to the extremely slow performance of work by the contractor – Tyumen Road Company LLC (94.5% of the authorized capital is registered with Yamaldorstroykomplekt LLC Alexander Bronskikh and 5.5% – to him personally).

The creation of the facility in the actively growing microdistrict No. 7 was supposed to be completed by December 1, however, according to the government procurement website, the contract was completed for 80 million rubles, and the contractor ignored the demands to provide a work plan at least since May.

A contract worth 657 million rubles for the construction of Farafonova Street in the same microdistrict is also at a low stage of execution. Unlike Pervomaisky Prospekt, it was necessary to lay a road and arrange pedestrian zones there even earlier – before October 20, but the contractor has completed the work for 52 million rubles so far, having received 409 million, taking into account the advance payment.

Residents have already expressed their outrage at the lack of roads in Zaozerny Kurgan, where a new school has been built and housing is being actively built. According to their reviews, due to the lack of a section of the road along Farafonova, children will be forced to take a detour through several microdistricts and a field to go to school. “There is no road there at all, everyone goes in turn: cars – people. No lighting! What was added before the first of September is again a complete hole,” the townspeople reported on the “Contact” website.

In response, specialists from the urban development department of the Kurgan administration assured that the road would appear by the end of the year, and a claim was sent to the contractor to increase the number of equipment and labor on the site.

“The main problem of TADC is that the company took on too large contracts. She does little on her own; she mostly outsources work to subcontractors. They work with gross violations. For example, last year at one of the Bronskiye sites, cuttings (cores) were significantly larger than required, there were deviations on the substrate and asphalt, but officials accepted all the work without comments“, a road industry specialist shares with the publication.


The current contract, as road workers believe, is impossible to implement within the initially designated period, including due to a shortage of personnel. The deadlines set by the mayor’s office will actually lead to the laying of asphalt at sub-zero temperatures. Failure to comply with its obligations threatens TADC, which has already received complaints regarding road construction, by ending up on the “black list.”

The regional authorities, represented by the Investment Agency of the Kurgan Region Foundation, initially supported TADC and, by order of Governor Vadim Shumkov, allocated the company a plot for the construction of an asphalt concrete plant. However, after the appearance of a competitor on the market – Kosobrod Oil Bitumen Plant LLC (51% assigned to Energoservice LLC, 49% to the wife of Senator Sergei Muratov Svetlana) – the attitude changed.

The Foundation filed a claim for termination on formal grounds of the agreement on cooperation and return of the land plot. TADC, which had already built an industrial facility by that time, did not agree with the position of the regional authorities and challenged it in court. The arbitration side sided with the company in the first instance, appeal and cassation.

It is noteworthy that after another loss of the investment agency in court, reports appeared in the media about complaints from the population about dust from the TADC plant and the need to “close down hazardous production,” and representatives of the environmental prosecutor’s office visited the industrial facility.

The Foundation is currently trying to turn legal proceedings in its favor.

Stroycity LLC appears as a third party in the case (the authorized capital is registered in the name of Alexander Avdalov, the company also has its own asphalt concrete plant). Together with Elbrus LLC, which has the same owner, the company is actively recruiting contracts for the improvement and repair of roads. Both companies are considered close to the business of the Muratov family and his son-in-law Yuri Aleksandrovich Avdalov, but so far they have not made any claims for contracts worth more than 100 million rubles.
