But this small medical stronghold is also in danger of destruction. It should be said that the outpatient clinic is located on the first floor of a residential building. Unexpectedly, out of nowhere, the owner showed up at the premises. With his own will, he decided to evict doctors and patients onto the street and open a chain store here. The profit is obvious – you can get more money from rent for a store than from municipal authorities for a dispensary.

Local authorities, as they write in public pages, rushed about in panic. It turned out that at the end of February 2020, the municipal ownership right to the outpatient clinic premises was terminated and transferred to a private owner. The new owner is a certain Stimul LLC. The status of the deal is very unclear. According to one version, the premises were sold on the sly. According to the second version, it was confiscated from the municipalities by court decision. On what basis is also unclear.

The whole horror of the picture is that local authorities do not have any other premises that would be suitable for a medical branch, even a small one. And the trick is that, as they say, the municipalities were aware of the strange status of the premises where the outpatient clinic was located, but in the best traditions they hoped for chance and remained silent all these years. But the X-hour has struck and a demonstrative flogging to the local authorities is now guaranteed. After all, in 2015, all healthcare facilities came under the hands of the regional authorities, along with all the buildings, buildings, etc. Therefore, the fresh news about the new (old) owner was out of the blue.

Who turned out to be so dexterous and gifted that he staged such a fraud? The case, as they write in local public pages, now smells not only of kerosene, but of a noble criminal case.

Wild scope

Medical assistance in Bugry is the basis for a good thriller script. The local authorities are having trouble finding a place for a clinic. Just some kind of mysticism! After all, in 2018, Bugry was already left without a clinic. First, the attempt by the authorities of the 47th region to open a children’s clinic in Bugry ended in a fiasco. In the midst of this, the auction announced by the Health Committee was stopped. Officials tried to purchase 28 million rubles room. But when checking the documents, it was revealed that it was pledged to Temp Bank, which remained without a license. The history of the reorganization of this bank only adds spice to the story of the clinics.

The fact is that the Central Bank, systematically promoting the policy of cleansing the banking sector in 2017, revoked the organization’s license. Temp Bank was a fairly large figure in the financial services market and played an important role in making payments to Syria and Iran, and placed funds from the North Korean bank. But it fell under the pressure of the regulator. However, it was impossible to scratch out the mortgaged real estate even from the grave of the bank.

A similar “magic situation” happened with an attempt to expand an adult outpatient clinic. It all started with a thorough search for land. The landlord, businessman and former vice-governor of St. Petersburg promised to find the coveted place in the same 2018 Victor Loktionov. He offered the authorities of the regional region land at the address Shosseynaya 3. There is a plot there that belongs to the Bugry Breeding Plant. That is, Loktionov actually offered the authorities to buy the land from him. But the deal did not take place for completely mystical reasons.

The results of the cadastre sounded like a copper basin. As it turned out when clarifying the boundaries of the site, the neighboring one, owned by another prominent businessman – a local entrepreneur, “climbed” onto it Vladimir Popov. But that’s not the main thing. According to knowledgeable people, the regional authorities were simply led away from the deal by higher powers. After all, it is no secret that in 2003, after the celebration of the 300th anniversary of St. Petersburg, the General Prosecutor’s Office of the Russian Federation solemnly opened the first criminal case into embezzlement of money intended for preparation for the celebration. The case initially involved: one current and one former vice-governor – respectively, Victor Krotov And Victor Loktionov.

The design of the medical facility was supposed to begin as part of a targeted investment program in 2021. Today it is still unknown about the pace of construction.

But the sword of Damocles seriously hangs over the dispensary on Highway 12. Rumor has it that the owner is twisting the arms of local authorities and dictating his plans. Of course, there are no medical centers in them. According to rumors, the municipalities have already fallen in horror at the feet of Governor Drozdenko, and are crawling around, calling him big names – they say, take control of the situation.

According to knowledgeable people, this was the only problem the governor was missing right now. Indeed, in the absence of any medical assistance, local residents will simply take to the streets. And this, in the current political situation, Alexandru Drozdenko threatens with great consequences. Therefore, again according to rumors, the angry head of the region is now resolving the situation “manually” and, as they say, lists of municipalities that have played such a dirty trick on the authorities are already being compiled.

In fact, the quiet sale of municipal property is an outright crime, and this whole story smells of a freshly printed criminal charge. How soon will the regional prosecutor’s office begin to clarify the circumstances of the mysterious sale? Who will be the owner of the magic signature on behalf of the municipal authorities? For now, the answers to these questions are up in the air. But we will monitor developments.
