The mystical story of bailiff Marina Okrushko

The mystical story of bailiff Marina Okrushko

It took almost five years for the investigation and the court to bring him to justice Marina Okrushkonow the former deputy head of the FSSP department for St. Petersburg, for mediation in bribery, for accelerating the transfer of seized property to Pskovavia. During this time, truly mystical events took place around the criminal case.

Mysterious arrest

Marina Okrushkohas been deputy head of the bailiff service since 2013. In 2019, a scandal unexpectedly broke out. In Pskov, Marina Hektorovna was unexpectedly “received” by operatives of the central apparatus of the Federal Security Service of Russia when she got out of the car of the head of the head of the bailiffs of Pskov Sergei Kolesnikov. Despite the fact that a lawyer was urgently found for her in Pskov, in St. Petersburg, everyone was running around in panic at the bailiffs.

“We need a good, proven defender,” they said in management and ran, knocking their legs. The first lawyer, according to rumors, was summoned from Moscow. The Pskov court eventually sent Marina Hektorovna under house arrest; she rented an apartment there and was stuck in the Pskov landscape for many years.

The accusation announced to the public had a strange aftertaste. The Investigative Committee opened a criminal case under Part 4 of Art. 291.1 of the Criminal Code – “mediation in bribery on an especially large scale.” The St. Petersburg deputy head was suspected of trying to hand over a bribe 500 thousand rubles to his colleague Sergei Kolesnikov. The “flavor” was the question – for whom did Marina Hektorovna give a bribe? Well, not for yourself! The second question arose next – if this is the first tranche, then what is the total amount of the bribe?

The story died down, and only about a year later, the public learned that it turned out Marina Okrushko tried to seduce Kolesnikov 6.5 million rublesfor some service. Kolesnikov was either indignant or scared, but hastened to report Marina Hektorovna’s passionate desires to the FSB. Now the main question became the following: if the deputy head of the FSSP of St. Petersburg began to bother personally, who was such a big interest. What is the business structure?

A real hunt began for the information that was located in the bright head of Marina Okrushko. The investigative authorities, who released the bailiff to house arrest, strongly hoped that she would eventually lead them to the main current bribe-giver and the operational trap would slam shut with a bang.

Sacrament of Confession

Then, at the end of 2020 and beginning of 2021, the unimaginable began around the criminal case. According to some (let’s say unverified) data, intelligence officers allegedly very closely watched the elderly archpriest of the Pskov Metropolis Valery Andronin. The venerable cleric of the Pskov-Pechersky Monastery was visited by his new spiritual daughter, Marina Okrushko. Her visits to the priest caused real confusion among the operatives, because they really wanted to know what the sinner-bribery was praying for.

Again, according to rumors, employees several times disturbed the peace of the venerable holy father with a very unspiritual purpose – about the content of the confessions of the fallen servant of God Marina. The archpriest, as they say, was even called “for a conversation” “where it should be.” The priest confirmed that a woman named Marina came to him several times, but refused to reveal the secret of confession. And they also say that he complained to the head of the Pskov Metropolis – Tikhon Shevkunov. This bishop is said to have extremely great political weight due to the fact that the country’s high leadership honors him with his conversations.

Whether this was really so – we will not undertake to say. But in 2021, the procedural status of Marina Hektorovna has changed greatly. The Pskov City Court tightened the preventive measure against her. From house arrest, she moved to a cell in a pre-trial detention center. Since then, the mysterious flair around this case, not that it began to become clearer, some things became clearer, but otherwise a veil of strangeness still hung over the case.

For example, it turned out that the former deputy head of the FSSP of St. Petersburg wanted Sergey Kolesnikov accelerated the transfer of the seized property of Pskovavia to the territorial department of the Federal Property Management Agency. Someone really needed accelerated transmission in order to implement it very quickly. But unhurried enforcement proceedings got in the way. Kolesnikov was offered a share of 2% of the entire value of the seized property. But who asked her strongly about this – this question hung in the air again.

The Arbitration Court of the Pskov Region introduced a monitoring procedure against the Pskovavia airline in 2020. The claim of Janis LLC for the bankruptcy of the carrier was found to be justified. Previously, the authorities of the Pskov region refused to privatize Pskovavia OJSC.

Currency and eight lawyers

The trial of Ms. Okrushko, which began in 2021, quite surprised the inexperienced Pskov inhabitants. To begin with, the defense line of the ex-deputy head of the FFSP consisted of as many as 8 (!) lawyers. (We remind our readers that billionaire Dmitry Mikhalchenko had 10 defenders).

Such a number of paid lawyers, of course, led the public to believe that the St. Petersburg bailiff was by no means poor. The investigation strongly shared these thoughts. During the process, it became clear that Marina Hektorovna could afford so many lawyers even after her property was seized in St. Petersburg. They seized two apartments from her in the elite residential complex “Dominanta” on Tipanova Street 27/39. (The complex is located in the prestigious Moscow region, and is positioned as a comfort-class house), SUV, a decent amount of cash. In addition, investigators came across several accounts in different banks, where a lady with a bailiff’s salary deposited money in rubles and foreign currency.

So, she was found to have an account in which they kept 65 thousand euroson the second account they found her 63 thousand rubleson the third count 75 thousand 300 dollarson the fourth still 76 thousand rubles, 1 thousand 972 dollars160 Thai baht and more 650 thousand rubles.

In total, Okrushko’s property was seized for 28 million rubles. Apparently, they were not the last at all. True, the question of where she had the finances to pay for such a large team of lawyers remained shrouded in mystery.

After all, all these years, the trial was mercilessly delayed, and the arrest was not removed from the accounts. Through one, the defense attorneys were ill, and the defendant herself was ill. In the Pskov press, no, no, and suddenly tearful publications appeared about the innocent bailiff Okrushko and the evil security forces who lured her into a well-laid trap. In general, the “delaying” scheme eventually bore fruit.

The other day Marina Okrushko received a court sentence of 7.5 years in a general regime colony. Considering the time spent in the pre-trial detention center, she won’t have much time left in the colony, because 2/3 of her sentence is just around the corner and she can go on parole. As they say, to freedom – with a clear conscience. However, Marina Hektorovna still lost something. The court deprived her of the class rank of “state adviser of the Russian Federation, 3rd class” and maintained the seizure imposed on her accounts. In addition, she still has to pay a fine to the state 6 million 150 thousand rubles – exactly the amount of the bribe that she was going to give to her colleague from Pskov.

The verdict was read out, but many questions were not answered. The mystery remains of the person of interest who inspired Marina Okrushko rush to Pskov with a cash offer. It is unknown whether the security forces took him seriously. Also, the fate of the seized real estate is still unknown. But there is still hope that the prosecutor’s office, within the framework of the useful trends of the outgoing year, will sell luxury real estate for state income.
