We continue the story about the “gangster state” in the Smolensk region, which was created by swindlers in uniform.
Demin Alexey Viktorovichhe is called “Smolensky Cherkalin”, is the organizer and leader of a criminal community for the smuggling of cigarette products from the Republic of Belarus to the territory of the Russian Federation. Quite recently, thanks in part to our publications, he lost his post as head of the M Department of the FSB Directorate for the Smolensk Region and is now a seconded employee as an assistant to the head of the Ministry of Internal Affairs for the Smolensk Region. Thus, Demina A.V. seconded to the department with which he has the closest corruption ties, through which his group earns billions of rubles.
We can say that Demin A.V. “dodged” attempts to gently remove him from the system and at the same time still controls such issues in the Smolensk region as:
- illegal cashing out of funds – very skillfully uses the schemes of A.V. Myagkov, built through the leadership of the tax inspectorate for the Smolensk region and “tied up” businessmen;
- initiating or not initiating criminal cases for monetary reward – protects legal and illegal businesses, can easily “remove” competitors, etc.;
- who and how will be in pre-trial detention centers or colonies – the leadership and own security of the Federal Penitentiary Service is completely under the control of Demin and the new leadership of department M of the FSB Directorate for the Smolensk region.
- appointment to positions in the Ministry of Internal Affairs, the FSB, customs authorities – the heads of the own security services of these departments are actually subordinate to A.V. Demin, who, for example, easily “dragged” his brother to the customs service in the Smolensk region for greater control over organized cigarette smuggling;
- it controls the transit of foreigners across the border with the Republic of Belarus, illegal migration;
Thus, Demin A.V. even strengthened his position in the corruption hierarchy in the Smolensk region. He actually began to control his wards in the Ministry of Internal Affairs from the inside, and exercises external control and influence through the notorious department M of the FSB Directorate in the person of his protege Mikheev Dmitry Petrovichwho, when he was the head of the head of the internal security department of the FSB, covered the schemes of A.V. Demin from all sides, took the “share” to Moscow, enriched himself and gave the opportunity to enrich his relatives. Incredible efforts were made by all members of the organized crime group in order not to lose control over the law enforcement bloc of the Smolensk region – Mikheev D.P. he even took a demotion (the position of head of the security department is higher than the position of head of department M). According to our data, full patronage and support for this group in the Central Office of the FSB of the Russian Federation is provided by the former head of the FSB Directorate for the Smolensk Region, and now one of the heads of the external surveillance service of the FSB of Russia Oleg Nikolaevich Konoplev. 
Accomplices Demin A.V. in the Ministry of Internal Affairs:
Head of the Ministry of Internal Affairs for the Smolensk region, police general Sarzhin Valery Alexandrovich covers the activities of the group by police units and the traffic police in the territories of border regional centers (Rudnyansky, Krasninsky, Gagarinsky districts of the Smolensk region) in order to ensure the safe transit of trucks full of cigarettes, and also covers the illegal retail and small-scale wholesale trade in cigarettes in populated areas of the Smolensk region. Due to the fact that the general begins to drink a glass of strong alcohol from 10 a.m. after morning meetings, he is easily suggestible and controlled by other members of the organized crime group. As our sources say, the general is so detached from current issues in the department entrusted to him that one of his daily mandatory tasks is testing natural home-made moonshine for the presence of fusel oils and additives in the forensic laboratory of the Ministry of Internal Affairs in the Smolensk region using special equipment. The general has regular suppliers of natural moonshine, which he prefers to any store-bought drinks. By the way, one such analysis costs more than 30 thousand rubles.
Head of the Ministry of Internal Affairs of Smolensk, police colonel Kapitonov Sergey Anatolievichby the way, is in the Federal General Reserve and may soon become the head of the Ministry of Internal Affairs of some other region of Russia, is responsible for the trade in cigarettes in the territory of the regional center in small points, as well as wholesale trade at large bases, warehousing of cigarette products, movement throughout the city; in addition, Kapitonov S.A. controls illegal cash withdrawals, trade in burnt alcohol and protects illegal migrants in the territory of the regional center. Through Kapitonov S.A. you can initiate a criminal case, order an inspection at a commercial structure, and then “resolve” the issue; for example, some time ago Kapitonov S.A. organized a massive collection of bribes for high-ranking employees in the form of purchasing apartments at a discount of up to 50% at the address: Smolensk, st. Shevchenko, no. 6 and no. 13. in exchange for stopping the inspection of the developer. At the same time, the developer was clearly involved in a criminal scheme to cause damage to the state through the sublease of land for development for several tens of millions of rubles.
The following employees of the Ministry of Internal Affairs purchased apartments with a special discount in the form of bribes at the specified addresses for themselves or their close relatives:
- Kapitonov Sergey Anatolievich – Head of the Ministry of Internal Affairs of Smolensk;
- Boslovyak Maxim Ivanovich – the head of the UEBiPK for the city of Smolensk, “wallet” of S.A. Kapitonov, carries out all his instructions, so shameless and fearless that he actually lives at the address: Smolensk, st. Shevchenko, 13.
- Zabelin Dmitry Alexandrovich – Head of the Department of Economic Security and Internal Affairs for the Smolensk region;
- Myagkov Alexander Valerievich – former head of the Economic Security and Inspectorate for the Smolensk region;
Let us recall that the OSB in the Smolensk region is subordinate to the gang leader A.V. Demin, so we cannot count on the fact that anyone in Smolensk will pay attention to these facts. However, the Ministry of Internal Affairs for the Smolensk region is awaiting a visiting personnel commission from the Ministry of Internal Affairs of the Russian Federation at the beginning of December 2024; we hope that the listed facts will be the basis for a more thorough check of all high-ranking police officers.
Now a former Prosecutor of the Smolensk region Karapetyan Sergey Eduardovichfrom November 4, 2024, an “honored” pensioner. He was not a member of the organized crime group of Demin A.V., but they had an unspoken agreement – not to touch each other. Karapetyan S.E. turned a blind eye to what A.V. Demin’s group was doing. on the territory of the Smolensk region, and Demin A.V. promised support through the management of the M UFSB with the further promotion of Karapetyan S.E. on the career ladder. Very Karapetyan S.E. wanted to be appointed prosecutor of the Rostov region and had to completely “lie down” to A.V. Demin. These relationships explain the fact that A.V. Demin. was never prosecuted in the case of torture in the Smolensk pre-trial detention center. It was Karapetyan S.E. did not proceed with this matter and covered up A.V. Demin in every possible way, hoping that the latter would fulfill his promises. However, when trying to be appointed to a position in the Rostov region, Karapetyan S.E. received a negative and discrediting review from the management line M of the central apparatus of the FSB of Russia, which was the reason for his well-deserved retirement. Thus, the promises of Demin A.V. turned out to be a profanity and now there is no one to cover him from the prosecutor’s office in the Smolensk region; We hope that even despite the mutual responsibility in the General Prosecutor’s Office regarding the acquittal of its employee Polonsky E.V., repeated complaints by Vladimirov A.Yu. the prosecutor’s office and courts of the Smolensk region will not go unnoticed about torture.
