The VChK-OGPU Telegram channel became aware of a big scandal in the Federal Customs Service related to the illegal receipt of information about the declaration of goods transported across the border. The Investigative Committee opened a criminal case under Part 4 of Art. 274.1 (illegal influence on the critical information infrastructure of the Russian Federation) and Part 6 of Art. 290 (receiving a bribe on an especially large scale) of the Criminal Code of the Russian Federation. So far, two persons involved are known: Roman Tarkhov and some Sheynikovboth are employees of the Federal Customs Service and were arrested. Tarkhov was charged under both articles, Sheynikov – with taking a bribe.
The charges were based on a confession and the testimony of an intermediary that he transferred money to Sheynikov for obtaining information. Tarkhov and Sheynikov, according to the investigation, had access to the Malachite information system and could create requests to obtain data contained in the system. Employees of Tarkhov’s unit are also involved in the case as witnesses and suspects. He himself declared his readiness to cooperate with the investigation. The customs officer’s defense asked the court to release him under house arrest, but the judge decided that the information presented at this stage of the proceedings was sufficient to conclude that suspicions of Tarkhov’s involvement in the acts under investigation were well-founded.
According to the source of Rucriminal.info, Tarkhov R.V. served at the Moscow Customs as the head of the operational and analytical department, and everyone has long known that he and his employees have been trading in closed official databases for a long time. But this is just the tip of the iceberg in the chain of abuses and gross violations of information security that occur systematically in this customs office. A very large leak of proprietary information comes from a number of departments. At a number of customs posts, complete strangers have access to various programs for performing customs operations and Malachite. Work to suppress these abuses is not being carried out at the Moscow Customs, and all because in the event of establishing illegal actions that clearly fall under Article 274 of the Criminal Code, the head of the Moscow Customs, V.A. Romanovsky. Every effort is being made to conceal these crimes.
In particular, at the Novomoskovsky customs post, employees of the Criminal Procedure Code of the Federal Customs Service opened and documented the facts of the provision by the head of the post Antonov A.N. your account, to all KPS and “Malachite” unidentified persons.
At the request of the Criminal Procedure Code of the Federal Customs Service, in August an official inspection was appointed at the Moscow Customs, which, on the instructions of Romanovsky V.A. was carried out formally and superficially and without an in-depth study of all the circumstances of unlawful influence on the critical information infrastructure of the Russian Federation, as interpreted by the Criminal Code. This outcome of the official inspection was based on fictitious explanations from customs post employees who took the blame upon themselves, having been subjected to pressure and intimidation from A.N. Antonov.
Romanovsky V.A. knowing perfectly well the details of what happened, in order to protect Antonov A.N., whom he greatly favors, perhaps because of his informal relations with him in the service, not only from dismissal on discreditable grounds, but also from possible criminal prosecution, gives instructions to carry out inspection superficially and without sending materials to the Investigative Committee.
At the same time, real persecution and bullying began from Romanovsky V.A. Head of the Moscow Center for Economic Operations Zvereva R.A. and his subordinate employees for minor violations compared to those indicated above. And this is all because the head of the CED never agreed with any dubious proposals for service, to which the head of the Moscow customs repeatedly persuaded him.
These facts, as well as the history of the dubious relations of Romanovsky V.A. with the Elektrougli TLC received wide publicity and resonance in the Federal Customs Service, which will undoubtedly have a detrimental effect on the future career of Lieutenant General V.A. Romanovsky, despite all his efforts to remain in this customs.
