The ex-manager of the administration of the Tomsk region was recently sentenced Anatoly Ivanovex-head of the regional department of financial and resource support Alexander Shatovich and director of the OSI “Canteen of the Administration of the Tomsk Region” Galina Lazutkina. Has justice been served? Or did someone go unpunished?
Let us remind you…
Anatoly Ivanov was detained on October 18, 2022. A criminal case was initiated against him under part two of Article 285 of the Criminal Code of the Russian Federation (abuse of official powers). In addition, he was charged with organizing embezzlement or embezzlement by an organized group or on an especially large scale – part three of Article 33, part four of Article 160 of the Criminal Code of the Russian Federation.
Ivanov from April 2021 to May 2022 “under the pretext of organizing work trips by employees of the administration of the Tomsk region, he sent official letters with his signature about the allocation of a helicopter to the head of one of the organizations” (we are talking about Gazprom transgaz Tomsk LLC; OGRN 1027000862954). At the same time, the department manager knew that the flights were made for personal, non-work purposes. The damage from illegal actions amounted to more than four million rubles.
Alexander Shatovich was charged under Part 4 of Article 160 of the Criminal Code of the Russian Federation (embezzlement of funds on an especially large scale). He, being the head of the department of financial and resource support, arranged treatment abroad for officials of the administration of the Tomsk region and their relatives. Damage – about nine million rubles.
Along with Ivanov and Shatovich, Galina Lazutkina, director of the OSI “Canteen Administration of the Tomsk Region”, was involved in the case. A criminal case was initiated against the woman under part five of article 33 – part four of article 160 of the Criminal Code of the Russian Federation (complicity in embezzlement).
July 18, 2024 prosecutor’s office of the Tomsk region approved an indictment in another criminal case against Ivanov and Shatovich.
Anatoly Aleksandrovich was charged with organizing and leading the commission of abuse of power (part three of Article 33 and part three of Article 285 of the Criminal Code of the Russian Federation), and Alexander Vitalievich was charged only with abuse of power (part three of Article 285 of the Criminal Code of the Russian Federation).
From November 2013 to December 2021, Ivanov, without legal grounds, took money from the reserve fund to finance unforeseen expenses to pay for rent. Shatovich helped him with this. As a result, the damage to the region’s budget amounted to 4.4 million rubles.
lenient sentence
September 23, 2024 judge of the Leninsky District Court Denis Melnikov announced the verdict to ex-officials of the administration of the Tomsk region.
Anatoly Ivanov was given four years of suspended imprisonment with a probationary period of three years, Alexander Shatovich – three years of suspended imprisonment with a probationary period of three years, Galina Lazutkina – two years of suspended imprisonment with a probationary period of two years.
What is the reason for such a lenient sentence, since Ivanov and Shatovich were facing long and, most importantly, real sentences? Journalist Andrey Ostrov in his tg channel he shares the following information:
Let’s start with the fact that they wanted to summon Zhvachkin to court as a witness, but they could not find him at his place of registration. Regarding Gurdin, whose lawyers never succeeded in summoning Sergei Anatolyevich to court: September 9, 2024 really given five years of imprisonment in a general regime correctional colony. Ostrov suggests that the “five” shocked the ex-governor, so he stood up for other former subordinates, talking with Shkolyar, and she allegedly influenced Melnikov’s decision.
Whether this is true or not – decide for yourself. One thing is clear: although Ivanov and Co. got off with a “condition,” their reputation is forever sullied. Unlike Zhvachkin. The once head of the Tomsk region, and now an adviser to the chairman of the board of PJSC Gazprom, remains unsinkable. But it was for him that Anatoly Alexandrovich rented the helicopter…
