Founder of JSC “SZ”DSK” – senator Sergey Lukin. The company has government orders worth 17 billion rubles. “VMU-2” belongs to the family of the speaker of the city parliament Vladimir Khodyrev. Both are related to the legislative branch, and not some ordinary “hucksters” trying to line their pockets by hook or by crook. Why do they allow themselves to behave like this?

Probably the fact is that both DSK and VMU-2 are going to take part in a grandiose project. On the outskirts of Voronezh, it is planned to build the largest residential quarter in recent times; 23 thousand people could become owners of apartments. Including orphans. Are “DSK” and “VMU-2” blackmailing Alexander Gusev with them?

Builder-philanthropist?

“DSK” of Sergei Lukin has repeatedly found itself in various scandals. However, this in no way affected the senator, who began working at the plant back in 1979. He came to the Federation Council in 2013 under the governor Alexei Gordeev. And he probably still enjoys his patronage.

The new grandiose construction project is very attractive for DSK. But doubts arise as to whether the promised schools, kindergartens and hospitals will be built there.

It doesn’t matter that the children did not receive school, but Senator Sergei Lukin, thanks to the erected facility, became the winner of the “Leader of the Year – 2017” award. in the “Charity” category. Maybe the senator secretly doesn’t like children at all – he deprives them of school, or tries to make money off of them?

The award is also puzzling because it was in 2017 that a tragic incident occurred at the construction site of the contractor DSK Garant-Stroy LLC. A 15-year-old teenager fell into the shaft of a building under construction.

During an inspection conducted by the prosecutor’s office, violations of building codes were established. No fence was installed to prevent unauthorized persons from entering the territory. There was no proper control on the part of the customer “DSK” in relation to the contractor “Garant-Stroy” LLC.

Probably, Sergei Lukin’s connections helped him “hush up” the incident. However, he always has a place to atone for his “sins.” The only organization in which the senator is listed as a co-founder is the Local Religious Organization Orthodox Parish of the Temple in Honor of the Icon of the Mother of God “Vse Tsaritsa” in Voronezh Religious Organization “Voronezh Diocese of the Russian Orthodox Church (Moscow Patriarchate)”. Will God forgive Sergei Lukin everything?

Lukin’s “attacking” actions?

Also in 2017, a scandal erupted with the attack of “DSK” with the connivance of Voronezh officials in the Koltsovsky market. Its workers were going to form a delegation to travel to Moscow, since there was no hope for the mayor’s office and regional authorities.

The essence of the conflict was that, by a resolution of the Voronezh mayor’s office, DSK received the right to develop land owned by others. At the same time, the goal was good – expanding the school territory. But the pedestrian and transport roads supposed to be on it passed through the area where the market is located. 400 people could be left without work.

Apparently, the popular protest frightened the authorities, and they abandoned plans to expand the school at the expense of the market. The scandal turned out to be too big, the ultimate goal of which could have been a raider takeover of the Koltsovsky market with the participation of DSK.

Last year, DSK was involved in a scandal with its Pridacha market, next to which they wanted to build shopping arcades.

Most residents of the area welcomed this, but some unknown people began to write letters asking to cancel public hearings on the facility. Was this not an organized action on the part of the DSK management?

But the most “wild” story involving “DSK” occurred in 2016 during the resettlement of a house, instead of which they wanted to build another.

Some residents opposed this. And forceful methods were used against them! Pictures of the family of activist Ilya Tolstoy, who told this story, are circulating on the Internet as proof of what government and business are capable of to achieve their goals.

Therefore, such things as building a temple instead of a school or erecting houses on an area where this is prohibited are a complete waste for DSK. If you are friendly with the authorities or are one yourself, then there are no prohibitions for you.

How did Lukin’s empire work?

Probably, Sergei Lukin does not need to be told that at the same address as JSC SZ DSK there is JSC SZ DSK-1, which has government contracts worth 172 million rubles, a profit last year of 192 million rubles.

Its co-founders are Fininvest LLC and Stroyinvest LLC. The first has revenue of 0 rubles, has not brought in profit since 2013, and in 2019 it received as much as 1.3 million rubles.

At the same time, Fininvest has 23 “subsidiaries” that have government contracts worth hundreds of millions of rubles. Where then does all the profit go?

The co-founder of Fininvest LLC in many structures is Stroyinvest LLC. But his revenue is 0 rubles, and his profit is -120 thousand rubles. Such financial indicators should arouse suspicion among competent authorities. But they don’t call.

Even more questions could be raised by the “subsidiaries” LLC “Fininvest” and LLC “Stroyinvest”, located at the same address as JSC “S”DSK” and JSC “SZ”DSK-1”, – LLC “SZ”Remstroy ” and LLC “DSK-2”.

The first received a profit of 167 million rubles last year, the second – 10 million rubles, has government contracts worth 50 million rubles. with the structures of the Voronezh government. However, both the first company and the second company have 0 employees. Therefore, these structures could not fulfill any orders.

Quite natural questions arise for the owners of DSK-2 LLC and the Voronezh authorities. And who carried out 19 government orders? And are there any signs of financial fraud in the activities of companies to which Sergei Lukin supposedly has no formal connection? Unfortunately, it is unlikely that they will be answered.

Commercial speaker of Voronezh?

Unlike the structures of Sergei Lukin, where his relatives do not appear at all, in the business of the speaker of the city parliament Vladimir Khodyrev everything lies on the shoulders Galina Khodarevashe owns 100% of Severtorg LLC, which is 98.86% owned by SZ VMU-2 LLC, the rest of its share is also owned by Galina Khodareva. Is she ready to be responsible for the actions of Vladimir Khodyrev?

“VMU-2” like “DSK” got into a scandal with the eviction of people. From the center of Voronezh they were asked to move to the Borovoe microdistrict, which was all built up with high-rise buildings from VMU-2. Naturally, this did not arouse any enthusiasm among the residents of the center.

There is no infrastructure in the microdistrict, but the buildings of the houses stand like a slender forest.

Rumor has it that those residents who did agree to dialogue with representatives of VMU-2 faced almost direct threats. Is this why Voronezh residents are gossiping about the return of the dashing 90s to the city?

There are constant complaints about apartments built by VMU-2. Maybe this explains the reluctance of residents of the center to move to the outskirts? They may meet there what was described by one of those who took the risk of purchasing housing from VMU-2.

Come on, the quality of the apartments! In 2015, Vladimir Khodarev was even suspected of stealing federal property worth 350 million rubles. This accusation was made by the ex-director of the Federal State Unitary Enterprise “Project Road Repair Enterprise No. 10” Igor Shakin.

However, the investigation, having read Shakin’s 1,200-page report, did not find any corpus delicti in Khodyrev’s actions.

A raven will not peck out a crow’s eye, and power will never bite the hand with which it “feeds.” However, in the case of Sergei Lukin and Vladimir Khodyrev, the “feeding” process is mutual. Voronezh authorities provide orders, and developers probably “thank” officials for them.

But what about orphans who find themselves drawn into financial “games”?

Who should complain about developers who have worked well with the authorities?

It seems that there is no protection from such “coalitions” in Russia.
