Representatives of the presidential movement asked the Chamber of Control and Accounts of the Voronezh Region to check the efficiency of spending budget funds allocated for the construction of a football arena in the Shilovo microdistrict of Voronezh, and the Investigative Committee and the prosecutor’s office to pay attention to the competitive procedures and execution of the state contract. The sports facility was supposed to be completed six months ago, but the finish line is still far away. In addition, it is being completed by the same contractor with whom the first contact was terminated.
Back in the fall of 2020, regional authorities announced in the media the construction of a football arena in the Shilovo microdistrict of Voronezh, for which more than 300 million rubles. It was reported that the contractor would build an arena, equip entrances, and install water supply, sewerage, gas supply, and communications networks. Upon completion of the work, they promised to improve the area.
“In November 2020, we signed a contract for the development of documentation and construction at a cost of 312.5 million rubles with a completion date of August 2022. The winner of the auction was the participant who offered the maximum reduction in the contract price – 15.5%. He immediately received an advance in the amount 45.1 million rubles. But something went wrong there. The contractor never paid the advance: the certificates of completion of the work were not provided to the customer, which is the regional department of construction policy. And in August 2021, the contract was terminated by the customer unilaterally due to the contractor’s delay in fulfilling its obligations.”– said the head of the regional executive committee of the Popular Front in the Voronezh region, Alexander Goncharov.
And for minor mistakes, performers are included in the register of unscrupulous suppliers. And here large-scale construction within the framework of an equally large-scale national project was called into question. But for some reason, the regional authorities “took pity” on the errant performer. Moreover, he was allowed to participate and became the winner of the re-auction with the starting price 364.4 million rubleswhich did not change by a single penny during the auction.
“According to data from open sources, under the new contract the same contractor received a total payment of 250.2 million rubles or 68.6% of the contract price (109.3 million rubles under the contract, 27.5 million rubles under the additional agreement dated June 28 .2022 and another 113.3 million rubles under an additional agreement dated December 15, 2022). The completion date was moved from mid-November 2022 to the end of December 2022. At the same time, according to the contract card, the volume of work actually completed in monetary terms is only 98.9 million rubles.”– Alexander Goncharov is perplexed.
Well, the main thing is that the football arena, which should have been opened six months ago, is very much not ready.
Social activists were convinced of this during an on-site inspection. Excavation work is still underway at the site. Huge piles of soil rise around the unfinished building, gaping with empty window sockets. There is not even a hint of landscaping, which should have been completed long ago.
“It’s obvious that the playpen won’t be operational in a month or two. Once again the contractor misses the deadline. Moreover, according to the information we have, the completion date of the project has been postponed once again. Now until 2024. This story raises a lot of questions. One of the main ones is why the tidbit of budget funds went to someone who, to put it mildly, has already proven himself not to be the best? Or is the region so rich that it can afford to throw away tens of millions? We have contacted the regional Chamber of Control and Accounts and hope that it will give a comprehensive assessment of the efficiency of spending public money at this facility. The Investigative Committee and the Prosecutor’s Office were also asked to get involved.”– concluded Alexander Goncharov.
