Feudal passions of Shlisselburg

Feudal passions of Shlisselburg

The political and criminal agenda of the Leningrad region has again been replenished with heartbreaking events. Yesterday, the ex-mayor of Shlisselburg, who was released from the depths of the pre-trial detention center, immediately enlisted the support of his brothers and went to storm the city administration. The editors of the online publication Kompromat Group found out the background to such vigorous political activity.

Back to the 90s

The harsh ghost of the 90s, in its truest natural form, materialized yesterday on the threshold of the administration of Shlisselburg, a beautiful old town in the Leningrad region. The reports from there were more like crime chronicles of long-gone, “concrete” times. Namely: on October 9, a group of strong young men in tracksuits and the appropriate physique, numbering 20 people, burst into the administration of Shlisselburg. The brothers calmly laid down the barricades, warningly driving away the frightened watchwoman. The former head of the city solemnly entered the building – Artem Zheludov. The tracksuit escort quickly hung chains and huge new locks on all the doors.

All these mind-boggling actions were carried out because a council of deputies was scheduled for that day. At the meeting it was planned to decide the fate of the leadership position, from which Zheludov smoothly moved to the pre-trial detention center in the summer. Municipal deputies were very interested in what was going on with the charges from the Investigative Committee, what procedural status he was in now, and why, after changing the preventive measure, Zheludov did not show up for work. But as our readers have already understood, they were unable to ask their questions to the parliamentarians, since the ex-head set a group of musclemen with “protruding pockets” (as eyewitnesses reported in horror) to guard the building.

Since the city administration found itself under a real siege from early morning, the deputies had to urgently relocate and sit within the walls of the Kirovsk city administration while everyone was waiting for the police squad.

The municipalities and officials themselves unanimously call this incident a “seizure of power” and a real “raiding.” However, the mayor still has some rights. It turns out that during his stay in the Kresty pre-trial detention center, he managed to defend his return to work in court.

When over Artem Zheludov The sword of Themis began to loom, the deputies dismissed him from the post of mayor, issuing a corresponding protocol. While in the pre-trial detention center, the official was able to overturn this decision in court and the prosecutor’s office, by way of supervision, made a presentation to the deputies. Now, according to the court decision, “there are no obstacles to the execution of powers,” which means Zheludov can come and occupy his office.

Court and case

Plot, with a criminal fall Artem Zheludovais no different from many other stories with city officials of other cities and settlements in the Leningrad region. The criminal case against him was born, as they say, at the instigation of the head of the Kirov region Yunus Ibragimovwho complained Alexander Bastrykinand asked him to check the “deeds” of the mayor of Shlisselburg. The investigator immediately began to work, and in this direction, soon, 4 episodes of abuse of official powers appeared on paper, leading to grave consequences (Part 2 of Article 285). The Investigative Committee of the Leningrad Region discovered interesting points in the work of Zheludov, during the period when he was the head of the administration of the Priladozhsky rural settlement (the same Kirov region), i.e. in 2018-2019. Actually, we are talking about the fact that, without coordinating with Gosstroynadzor and other relevant authorities, and in fact neglecting to carry out the necessary examinations, he issued permission to put into operation the house at Sadovaya, 2, building 3, in the village of Priladozhsky. The apartment building is part of the Three Bears complex. 8 premises in it were purchased by the district administration for orphans, as required by Russian law. Another 16 were purchased by private buyers. During their stay, the owners of the new apartments fully experienced all the delights of living in the house. For example: the sewerage system was not connected to the sewer main, the drainage system did not work. In addition, there was no basement in the house as such. Instead of a concrete floor, the house stood right on a cheerful piece of land.

The administration of the Kirov region (the same Yunus Ibragimov) felt an unbearable pain in his wallet, because the apartments were bought at a market price for the Leningrad region, – 1.7 – 1.8 million rubles. It is absolutely impossible to find more to buy the same number of apartments. In the summer, the court, at the request of the investigation, detained the official and sent him to a pre-trial detention center.

In addition to this scandalous incident, the Investigative Committee accused the mayor of the town of not supervising the work on repairing heating networks. 180 thousand rubles were allocated from the budget, the contractor received them, and some of the work, as usual, was not completed. To top it all off, a young prosecutor of the Leningrad region, as they say, glared at Zheludov like a tyrannosaurus – Sergey Zhukovsky.

Mayor Zheludov received a lot of attention after the famous cemetery scandal occurred. Monuments began to disappear from the graves of the Shlisselburg cemetery. To all the questions from the relatives of the deceased, the churchyard workers could only answer that this was an order from the head of the city. Allegedly, now only monuments that have passed the approval procedure from officials should stand in the cemetery. The prosecutor’s office immediately intervened in the case, the police galloped behind the monuments at a trot and a criminal case was opened for arbitrariness. According to rumors, the fact that among the victims were stern people of difficult fate, traveling in motorcades, gave liveliness to the police limbs. Again, according to rumors, one of the overthrown monuments actually belonged to a certain authoritative, as they are usually called, businessman. And the lads came to ask about the chaos.

The monuments were immediately returned to their place, and the prosecutor’s office quickly issued a statement to the overly zealous Artem Zheludova.

Advice is not love

Today about the action Artem Zheludova The whole Shlisselburg is buzzing. And although he has the formal right to occupy his office, his methods were not accepted by the local municipal deputy corps. The municipal deputies consider the arrival of shaven-headed brothers in tracksuits to be an “unprecedented seizure of power.” Since the deputies unequivocally received a statement from the “athletes” that their heads could easily meet with pood fists, Zheludov’s career fate seems to have gone negative again. The police had to deal with the brothers. (True, they silently left the captured building). The chains were removed by a repair team, and the ex-mayor, who almost became mayor again, again received a resolution from angry deputies to remove him from office. True, the story did not end there. Zheludov, as they say, “raised his gauntlet” and in response handed over a notice that he was dismissing the acting head of the city Spartak Chkhetia.

Behind the scenes, this situation has already been dubbed a “feudal division”, and they are waiting for the reaction of the big authorities in the region. And residents of the town, it seems, will have to stock up on popcorn and cola to make it more pleasant to watch the fresh political drama with a touch of the 90s. It is known that Zheludov intends to sue again, and courts for abuse of power are also awaiting him. So, the series “Shlisselburg City Hall” began its autumn season with pomp.
