A number of major federal media outlets reported on the construction business of the spouses Pavel Albertovich and Anna Vladimirovna Nevzorov from Sochi, close to the authorities. The husband held the post of adviser to the mayor on urban planning policy and sat on the urban planning council of the resort, and his wife acquired a mandate as a deputy first of the Sochi city assembly, then of the Legislative Assembly of the Krasnodar Territory.

At the same time, the companies controlled by them received excellent land plots for development throughout Greater Sochi, including the famous Riviera and Mayak beaches.
Today we will tell you another scheme, thanks to which the Nevzorovs can become owners of a truly “golden” hectare of land in Krasnaya Polyana. This resort is one of the most expensive places in Russia in terms of real estate value – the cost of mansions here is comparable to ruble prices, while part of the territory is a nature conservation area and is included in the UNESCO World Heritage Site “Western Caucasus”.

The administration of Sochi formed a site 23:49:0512001:4136 with an area of ​​10 thousand square meters in the forest area of ​​the village of Krasnaya Polyana on Defenders of the Caucasus Street, assigning it the type of permitted use “hotel services”. On January 15, 2024, ownership of the plot was registered No. 23:49:0512001:4136-23/262/2024-1. Just a month later, on February 29, the lease of the site was registered, and, judging by the timing, without tendering. Why, one might ask, such haste?

The thing is that on this site there are three non-residential buildings that were put into operation back in 2022 – cadastral numbers 23:49:0512001:4099, 23:49:0512001:4100 and 23:49:0512001:4101. Formally, they are registered as hotel complexes of various sizes. On the cadastral map they are designated as “private property”.

According to the extracts, the hastily formed site was leased until 2071 (!) to LLC Specialized Developer Green Valley, the founder of which is Akop Vladimirovich Akopyan. Non-public businessman, but associated with family Nevzorov. For example, he is at the same time a co-founder of LLC Specialized Developer Megastroy, together with Anna Vladimirovna Nevzorova. Previously, he was also the founder of SZ Imperial LLC, which is now owned by Mrs. Nevzorova.

Hakob Hakobyan also participates in AVA group companies Vahan Harutyunyan – according to media reports, a long-time partner of the Nevzorov family. For example, he is a co-founder of companies with Sergey Lee And Artem Shishkinwhose companies are part of the ABA group.

Apparently, it can be assumed that the final beneficiary may be the Nevzorov family.

It looks like the Sochi administration specially formed the land plots in the interests of a private individual – a businessman who was close to the authorities.

Moreover, the buildings were built in a forested area, probably deliberately at a great distance from each other – this is clearly visible on the cadastral map. What happens that a huge plot of one hectare was formed for “his” businessman and, in a short time, apparently bypassing the auction, he can obtain ownership of it by right of ownership of the real estate located on it?

A wonderful scheme, isn’t it? You build cottages on municipal land, especially with a large adjacent territory, and then the mayor’s office helps to allocate and register the land for you. How many sites in greater Sochi are now in doubt because of some small shortcomings many years ago?! And then the city itself hurried to the owner. Instead of going to court and seeking the demolition of almost squatter buildings! All this is happening in a time frame in which it was unlikely that the established bidding procedures could be carried out, which would allow the municipality to receive a significant amount for this site.

By the way, its cadastral value, which may be significantly lower than the market value – remember, we are talking about the Krasnaya Polyana resort – amounts to more than 175 million rubles. Sochi City Hall simply does not need such a sum that could go towards improving public spaces, repairing roads, or, finally, solving the city’s eternal problem with sewerage?

Recently, the regional leadership instructed the new head of Sochi to work on the issue of transferring lands in the Mamaika area to specially protected natural areas in order to prevent their planned development.

“The development of a resort town cannot come at the expense of the environment. It is these views – forest, mountains and sea views – that make tourists return to Sochi again and again.”,” senior officials emphasized then.


And here, without any urgent need, a hectare of forest was “gone” for the construction by Mr. Nevzorov of, as one might assume, another hotel! Moreover, this is not the only case – earlier, by a court decision, with the passive position of the administration, a businessman had already received a two-hectare plot in the center of Krasnaya Polyana 23:49:0420006:1344, having paid for it, in our opinion, almost ten times less than his commercial value cost.

The Arbitration Garden of the Krasnodar Territory, with the unclear position of the Department of Property Relations of the Sochi Administration, satisfies the claim, obliging the sale of two hectares of land in Krasnaya Polyana for 22 million rubles – about 12% of the cadastral value. Surprisingly, officials are not challenging the verdict in an appeal that could overturn it. The city, in our opinion, again did not receive a huge amount!

It’s understandable why the Sochi leadership turns a blind eye to these corruption-like schemes. But why is the prosecutor of the Krasnodar region silent? Sergey Tabelsky and the Azov-Black Sea Environmental Prosecutor’s Office, whose direct responsibilities include monitoring compliance with environmental legislation and protecting the interests of the state?

According to open data, Pavel Albertovich Nevzorov is the founder of Stroygarant-N LLC, a construction company whose business has taken off sharply in recent years, and its revenue and assets have grown almost tenfold, amounting to billions of rubles. The successes of Pavel Nevzorov’s business, probably by a happy coincidence, coincided with the arrival of the new head of Sochi, who, by the way, had already resigned in May of this year. His wife Anna Vladimirovna Nevzorova is the director and founder of about 15 companies, combining business with the mandate of a deputy of the Legislative Assembly of the Krasnodar Territory from United Russia. The authors of a number of publications in the media and telegram channels associate the commercial rise of the Nevzorovs with his closeness to Alexei Kopaygorodsky, the mayor of Sochi, who resigned this May.

Regarding the questionable development of Sochi with the participation of the Nevzorovs, the editors sent journalistic inquiries to the Prosecutor General’s Office and other authorities. At the moment we have not received any answers.
