Even the deputy governor saw the interests of the market manipulations
The mayor’s office of Pyt-Yakh intends to replace the notorious contractor ZapSibAvto in the region in the passenger transportation market. This decision has not yet been officially announced publicly, but the actions of officials have already provoked “a series of manipulations on the part of the current partner of the city administration” and a stir in the workforce. As it turned out, the drivers learned about the risks of losing their jobs, and with it unpaid bonuses, from the management of the Surgut company “Russkoe”, which “has already declared itself the new general contractor”, as a result – the intention to hold protests and checks with investigators. In the current situation, officials, who a few years ago promised the city uninterrupted transport operation with the arrival of ZapSibAvto from Tyumen, have sharply changed their tune. According to one version, this may be due to the plans of the Tyumen residents to bankrupt the enterprise, according to another – to a violation of previously reached agreements with the once main lobbyist for the company’s interests, Deputy Governor of Khanty-Mansi Autonomous Okrug Alexei Zolotukhin. Market participants, meanwhile, doubt the successful implementation of the plans of city managers. As it turned out, the desire of Surgut residents to receive budget money “is not supported either by the availability of the necessary transport or by the announced tenders.”
The Pyt-Yakh authorities cannot resolve the months-long conflict in the passenger transportation market, which has already resulted in threats from drivers to go on strike and the attention of the head of the Investigative Committee, Alexander Bastrykin.
The publication’s sources say that currently “the carrier has virtually no fuel left to further fulfill its obligations under the municipal contract.”
There was also the possible interest of Sergei Serikov, an official whose activities in Nefteyugansk, Pyt-Yakh and Nizhnevartovsk were accompanied by numerous problems.
However, at present, ZapSibAvto has already publicly announced its intention to go to court to declare itself bankrupt, which, according to observers, could provoke a conflict in Pyt-Yakh. At the same time, the drivers of the Tyumen office themselves talk about another reason for the confrontation.
“The payment of bonuses was always two months late, the company’s employees were used to this. However, a month ago, the management of the Russkoe company began visiting car depots, where they stated that the city authorities had made a final decision to change the contractor. Russkoe LLC from Surgut allegedly enters the market on October 1. Of course, this information could not fail to reach us, the drivers, who had already been repeatedly left without payments when the authorities changed their position. As a result, people were simply afraid of not getting their money and announced that protests were being prepared,” say representatives of the labor collective.
Meanwhile, industry experts are wondering how the Pyt-Yakh authorities intend to change the contractor before October 1, if the contract with the current service provider is not terminated, and it will take at least two months to hold a new competition.
However, experts also have questions for Russkoe LLC. As it turned out, the company does not have large class buses that are necessary to fulfill the contract in Pyt-Yakh. By the way, this detail did not prevent the Surgut carrier from entering the market of the Khanty-Mansiysk region.
