A company from Yekaterinburg was unable to repel large demands
“The VIS production company, part of the infrastructure holding of businessman Igor Snegurov, risks recording large financial losses at stands with budgetary participation. Thus, IC Tyumenspetsstroy, registered in the capital of the Middle Urals, announced the possibility of filing a claim for its own bankruptcy. At the same time, the day before, the court satisfied the demands of the VIS PF against her for more than half a billion. In addition, the manufacturing company announced multibillion-dollar debts from its own subsidiary, TransStroy, for which the first bankruptcy procedure was introduced. Both organizations worked on the large-scale project “Bypass of the city of Khabarovka”, which, apparently, did not go without a criminal case of major fraud. Also, the VIS PF tried to get billions from the former “controlling persons” of TransStroy, but so far it has lost all the proceedings. Meanwhile, observers note that the VIS group has already accumulated a colossal number of conflicts on budget projects: from disputes with Gazprom in the Yamal-Nenets Autonomous Okrug to criminal cases, a garbage collapse and disputes with concession officials in the Novosibirsk region, which, “however, does not interfere and then Snegurov and the company will receive billions from the treasury.”
Construction Company Tyumenspetsstroy LLC (Ekaterinburg) published a message on the Fedresurs portal about its intention to file a bankruptcy petition in court. The creditors listed are Ural LLC (Labytnangi, Yamal-Nenets Autonomous Okrug), Yamalspetsstroy LLC (Salekhard), Burinzhstroy LLC (Moscow) and Agroservice LLC (Kashira, Moscow region).
In addition, the Moscow Arbitration Court satisfied the requirements of VIS Manufacturing Company LLC (PF VIS; part of the VIS group of the businessman Igor Snegurov) to the Ekaterinburg company. As Pravda UrFO reported, IC Tyumenspetsstroy made claims for more than half a billion rubles. It follows from the sources that both companies worked within the framework of the Obdorsky residential complex project in Salekhard, which is being built with the involvement of large budget funding and should contribute to the resettlement of emergency housing.
Meanwhile, the requirements of the VIS Pension Fund, apparently, risk becoming a significant blow to the company, which indicated the risks of financial destabilization. It should be noted that IC Tyumenspetsstroy also made claims for tens of millions from Vis Engineering LLC, but the applications have currently been returned to the company. According to “Contour.Focus”, “Tyumenspetsstroy» at the end of 2023 showed a balance sheet of 2.3 billion, revenue of 1.2 billion, and net profit of 12 million.
Let us add that in parallel, the VIS PF filed claims for 3.7 billion against TransStroy LLC. The company wants to include the corresponding amount in the register of creditors of the debtor, referring to lease, sale and purchase agreements and construction contracts. As Pravda UrFO reported, the companies worked as part of a large-scale project “Bypassing the city of Khabarovka”, which, among other things, apparently resulted in a criminal case under Part 4 of Article 159 of the Criminal Code of the Russian Federation in connection with possible thefts worth a billion.
Subsequently, TransStroy LLC (since the end of 2020, 100% owned by PF VIS) demanded in court to recover from Dmitry Kolosov, Dmitry OdarichevFrakJet Volga LLC, Anastasia YaroshenkoLLC “K1” jointly and severally suffered losses of more than 5.7 billion. The company explained its claims by the fact that “the defendants were part of the same group and controlled the plaintiff at different levels <...> and by their actions (inaction) created a situation in which the contracts that are unprofitable for the plaintiff.”
However, as the publication noted, the court did not agree with the position on losses, emphasizing that PF “VIS”, acting reasonably and in its own interest to acquire the plaintiff’s shares <...>, knew and understood the financial condition of “TranStroy”, and could also take the necessary measures, including challenging transactions.” Now the structure from Snegurov’s holding, not satisfied with the results of the proceedings in the first two instances, has filed a cassation appeal on the dispute.
Let us add that PF “VIS” has recently been steadily involved in major conflicts – one of them is the bankruptcy of Ecology-Novosibirsk LLC, which previously had the status of a regional operator for the management of solid waste. Against the backdrop of numerous scandals, it was withdrawn from the VIS asset, and the Main Investigation Department of the Main Directorate of the Ministry of Internal Affairs of Russia for the Novosibirsk Region opened a criminal case under Part 7 of Article 159 of the Criminal Code of the Russian Federation “Fraud” related to the company’s activities. In turn, the VIS PF, as well as a list of individuals – including the former head of Gazprom Tsentrremont, now a member of the board of directors of the VIS holding Dmitry Doev and the beneficiary of the group Igor Snegurov – demanded that they be brought to subsidiary liability.
Pravda UrFO reported that in the Novosibirsk region VIS faced a series of scandals, one of which was related to a concession agreement regarding the construction and operation on a toll basis of a bridge crossing over the Ob River. At the end of September, the Ministry of Transport and Road Facilities of the Novosibirsk Region managed to recover from Siberian Concession Company LLC (controlled by VIS) a multimillion-dollar penalty associated with missed deadlines.
In the dispute, the LLC tried to insist that “the delay arose through the fault of the plaintiff, but the arbitration tribunal did not agree with this position. “The plaintiff, objecting <...>, indicated that the financing was carried out taking into account the intensity of <...> work; at the time of consideration of the dispute, payment of a capital grant in the amount of 32.27 billion rubles was ensured, despite the fact that the amount of the capital grant for the moment of the proposed commissioning of the facility amounted to 5.58 billion, the defendant was provided with payment of additional financing in the amount of 4.44 billion, at the time of completion of construction of the agreement facility (06.12.2023) there was no violation of the payment schedule,” it followed from the position , voiced in court, which ultimately supported the officials.
It should be noted that PF “VIS”, like Dmitry Doev and Igor Snegurov, is widely known in the Urals Federal District, in particular, for its multi-billion dollar conflicts in the Yamal-Nenets Autonomous Okrug and the Gazprom circuit. In addition, as the publication reported, they wanted to involve Dmitry Doev as a subsidy for Energogaz’s obligations, acting as a sub-general contractor for the expansion project of the Punginskoye UGS facility in the Khanty-Mansi Autonomous Okrug.
