Victim for the fight against corruption?

The sentence handed down to Ogorodnikov is being actively discussed on social networks and Telegram channels. Back in March 2022 (that is, shortly after the start of the SVO), legislative changes were adopted at the federal level, in special cases allowing purchases in the “sole supplier” format without competitive procedures. Theoretically, it was about procurement for the needs of participants in a military special operation, but local corrupt officials found a loophole. Thus, on March 17 of the same year, Governor Makhonin signed Resolution of the Government of the Perm Territory No. 194-P “On the procurement of goods, works, and services from a single supplier,” giving the green light to conclude state and municipal contracts with a single supplier.
