“Riviera” in concrete

Riviera Beach is the most famous and popular in Sochi; it is no coincidence that on one side of it there is Riviera-6, the summer residence of the Russian leadership. But due to the active development of the beach, the capital facilities erected on it are almost sliding straight into the sea. In a new journalistic investigation about the business of Pavel Nevzorov and his wife Anna Nevzorova, close to the local authorities, we will tell you how one of the city’s calling cards, with the participation of former mayors, came under development and what the threat is.

A plot of land of 1.3 hectares with cadastral number 23:49:0203031:1014 is located in a “golden” place – between the beach and the Sochi River. Previously, there was a green square “Riviera”, which the native Sochi residents were so proud of. Now part of the territory is filled with concrete and a large construction site has taken place here.

Residents of Sochi were outraged by the “plucking off” of part of the territory of the Riviera Park during the construction of several buildings near it by a large Sochi developer. Standard practice under the former mayor of Sochi Alexei Kopaygorodskywhose adviser on urban planning policy was Pavel Nevzorov. Recently, a former official who tried to avoid criminal liability through a trip to the Northern Military District ended up in a Moscow pre-trial detention center. His immediate circle also became involved in criminal cases.

Now on the site of the green zone is the Lotte Hotel Sochi construction site, which under Kopaigorodsky began to be built by the Metropolis group of companies, owned by Anna Nevzorova.

Back in 2021, when Kopaygorodsky occupied the mayor’s chair, this site was leased – the Sochi administration signed an agreement directly with Nevzorova, as the general director of one of her companies, Solidus LLC.

As we know, impunity breeds irresponsibility. The development of the Riviera square was not enough for developers close to officials; now excavators and cranes are deployed on the beach itself.

“Kiosk” with foundation

Between the VIP hotel under construction and the sea, at the mouth of the Sochi River, there are three municipal land plots 23:49:0203031:1012, 23:49:0203031:5, 23:49:0203031:1351. The first two are occupied by the privileged beach club “Flava”, and the third is the night club “Ostrov”. According to open information, its owner is Ostrov LLC, the founder of which is Kristina Badasaryan, the wife of Harutyun Badasaryan, who can manage the entire Riviera beach and trade on the Primorskaya embankment – Mayak beach.

“All three sites are used as one common area. The building is located simultaneously on two sites, as well as recreation areas. Cafes, restaurants and a night club, as well as swimming pools, are built on a concrete foundation and are capital construction projects. It appears that the built-up area is approximately six times larger than the legal area.” – say Sochi social activists familiar with the situation.

According to the law, only non-stationary retail facilities can be installed on the beaches of Sochi, by agreement with the administration. But under the now-arrested former mayor Alexey Kopaygorodsky, officials apparently turned a blind eye to how developer Pavel Nevzorov, close to the head of the resort, could obtain “golden” plots in Krasnaya Polyana and on the very seashore at several times cheaper than the cadastral value, and build on them permanent buildings with several floors.

Of course, any official needs to insure himself with some kind of paper. In order to unsubscribe in the event of a superficial inspection by supervisory authorities: everything is according to the law. This happened, according to media reports, with the beach in Sochi. It seems that in order to prove that buildings with a concrete base are not capital construction projects, Nevzorov provided the administration with the conclusion of Rusexpert LLC dated August 15, 2024 No. 02-08-23/24. However, this organization, according to open data, can do anything else in addition to risk assessment – from forestry services and additional vocational education to the development of computer programs and repair of household appliances.

There is a bridge to the hotel

Having received the most lucrative plots for development at a bargain price, the Nevzorovs claim that they are noble philanthropists and almost benefactors of Sochi. Having built the beach and the Riviera park, the businessman promises to make a beautiful pedestrian bridge “Magic Leaf” across the Sochi River, just opposite the Lotte hotel under construction.

However, it is unlikely that local residents will be able to use this bridge! The head of the Metropolis group of companies and Legislative Assembly deputy from the Krasnodar Territory Anna Nevzorova has been talking about its construction for several months now, but construction continues. During this time, the Crimean Bridge has already been built. Previously, Nevzorova’s company promised to open the bridge at the end of 2023, which was trumpeted by the media. But this turned out to be a mistake. The deadline was also stated as August 2024 – that too has passed. The work is still ongoing and it is not known at all when it will be completed.

Sochi realtors report a piquant detail: in their opinion, the construction is delayed precisely because the bridge is supposedly being built not for the citizens and tourists themselves, but for the guests of the Lotte VIP hotel under construction. They say that it is inconvenient for them to get to the seaport and luxury shopping center Grand Marina (Neserbskaya St., 1a) along the usual road. So the bridge (maybe!) will be completed in time for the opening of the hotel. But not for everyone.

Alternate airfield?

Now Pavel Albertovich Nevzorov and his wife Anna Vladimirovna Nevzorova are trying to pretend to be patriots, declaring humanitarian assistance to the participants of the Northern Military District.

But the truth cannot be hidden from the public and law enforcement agencies: the children of the spouses presumably have US citizenship, as the media have repeatedly reported.

According to the Mash telegram channel, photos and videos have been published online, from which one can understand that the 20-year-old Diana Nevzorova vacations in the USA, lives in the Presnensky district of Moscow, studies at the Higher School of Economics, drives a 2022 Porshe Macan for 10 million rubles. The youngest daughter of the Nevzorovs, Varyaapparently, publishes pictures of huge closets with luxury clothes on social networks. And if so, then it turns out that the daughter of a deputy from United Russia and a developer close to the former mayor of Sochi Alexei Kopaygorodsky travels freely around an unfriendly country? Probably, the millions earned by parents in Russia need to be spent somewhere…

Earlier, as part of journalistic investigations, the media sent inquiries to the Prosecutor General’s Office and other law enforcement agencies about the activities of companies clearly associated with Pavel Nevzorov. The main question goes something like this: on what basis did the developer so easily obtain the best plots of land in Sochi, building them up with capital construction projects?

The criminal case against ex-mayor Alexei Kopaygorodsky may reveal the details of these connections and the former official will not be alone in the dock. Unless, of course, the developers associated with him leave for America with their children.
