The head of the contract service of the Ministry of Construction was arrested in Novosibirsk Olga Kolmakova. She was suspected of receiving a bribe. The judge of the Central District Court sent the accused under house arrest for two months until November 2024 while the investigation is underway, deciding not to resort to detention in a pre-trial detention center. The investigation into the case continues.
On September 9, 2024, it became known that the head of the contract service department of the construction support department of the Novosibirsk Ministry of Construction, Olga Kolmakova, was arrested. As the investigation reported, from December 2022 to April 2024, Kolmakova received certain property services from a representative of the Likstroy company (OGRN 1155476041599), and recently she received a brand new iPhone smartphone. The reason for such generosity on the part of Likstroy LLC was the acceleration of the consideration by the contract service of the Ministry of Construction of the company’s competitive documents, as well as the promotion of its interests in the field of construction when making decisions of the State Institution of the Novosibirsk Region “Capital Construction Administration,” which could be organized by Kolmakova.
However, neither the company’s plan nor the plan of Olga Kolmakova herself worked; the girl was detained by law enforcement agencies on suspicion of taking a bribe. The trip to court turned out to be extremely emotional for the boss; she arrived at the hearing in tears after being interrogated by the investigator and being in custody.
Olga Kolmakova is accused under Part 3 of Article 290 of the Criminal Code of the Russian Federation, receiving a bribe in the form of an iPhone 14 and other services. As described earlier, the goal of the construction company was to help Kolmakova with tender documentation to obtain government contracts for construction. Employees of the second department for the investigation of particularly important crimes of the Investigative Directorate for the Novosibirsk Region undertook to investigate this case.
A little about Likstroy
Likstroy LLC has already become famous throughout Novosibirsk thanks to Vladimir Dyatlovwho is at the head of the organization. Not long ago, in April 2024, a businessman was arrested in a case of fraud during the construction of a kindergarten in the city of Toguchin, Novosibirsk region. He was accused under Part 5 of Article 159 of the Criminal Code of the Russian Federation, major fraud.
In 2021, the State Public Institution “Capital Construction Management” of the Novosibirsk Region (OGRN 1085406044570), of which he was director at that time Yuri ButrimoVsigned a contract with Likstroy LLC for the construction of a kindergarten in Toguchin, Novosibirsk region. However, the director of the State Public Institution “UKS” was later found guilty of exceeding official authority at another construction site. As a result, he lost about 13.4 million rubles.
In 2022, Dyatlov provided the department with documents in which he wrote in black and white that 40 million rubles would be required to replace unsuitable soil on the territory of the kindergarten. The money was allocated, and the work was carried out in the amount of even less than two million. Where did the remaining 38 (almost 39) million go?
Presumably, Vladimir Dyatlov pocketed them.
Mikhail Polubatonov, head of the educational facilities department, agreed on the payment and also signed a document accepting the work performed, and Dyatlov’s company received the money, for which both defendants were arrested and sent to a pre-trial detention center. The investigation into the fraud case continues.
Actually not a leader
Vladimir Dyatlov is not actually the director of Likstroy LLC; he holds the position of engineer on the company’s staff, but according to investigators, he independently managed the construction company. But that’s not all either. Dyatlov can also call himself the rightful owner of the organization because Natalia Fazlyeva considered only a nominal owner.
Connection with Kolmakova
Since, presumably, Olga Kolmakova, in exchange for bribes, helped Likstroi with documents for competitions for government contracts, and also lobbied for its interests, there are rumors that she also influenced the decision-making of UKS in relation to the developer.
During the court hearing, investigators proposed sending Olga Kolmakova to a pre-trial detention center while they investigated the case and collected the necessary evidence.
However, judge Tatyana Petrova took pity on the suspect and imposed a preventive measure on her in the form of confinement under house arrest for a period of two months until November 2024.
The decision has not yet entered into legal force and can be appealed.
Olga Kolmakova was released right in the courtroom, causing the official to burst into tears again. However, as they say, tears will not help matters. Moreover, if the girl really accepted the telephone and other property services as a bribe, then she could expect such an outcome of events as arrest and subsequent punishment.
It should be noted that the official is not a relative or wife of the former head of the contract service department of the construction support department of the Novosibirsk Ministry of Construction, Alexei Kolmakov. They are simply namesakes.
Also, the new director of the State Public Institution NSO “UKS” is now Alexander Kolmakov. Namesake again or not? Coincidence? We don’t think so.
