The martial arts center is less than half full

The largest city in the east of Khanty-Mansi Autonomous Okrug, Nizhnevartovsk, will in the near future officially receive a new large-scale unfinished construction project to replace the federally renowned district clinical hospital. We are talking about the Martial Arts Center being built by the Omsk company “Energostroykompleks” within the framework of the national project “Demography”. According to the terms of the contract, the sports facility should be commissioned by the end of this month, but in fact the facility is only 43% ready, and the number of workers on the site, despite all the demands of the curators, is only decreasing. As observers note, “if the former governor of Ugra Natalia Komarova in February she called the construction site “sleeping,” but now this dream has acquired a lethargic character.” Officials are also forced to acknowledge the failure, albeit indirectly, while the resignation under a barrage of criticism of the relevant deputy head of the city, Viktor Sitnikov, did not change the situation in any way. Observers find the administration’s previous references to the alleged participation of partners in the restoration of new territories of the Russian Federation “ridiculous,” and they are already tearing up contracts with Energostroykompleks itself in their native Omsk and blocking bank accounts.

The administration of Nizhnevartovsk did not rule out the possibility of unilaterally terminating the contract for the construction of the Martial Arts Center with Energostroykompleks LLC (ESK; Omsk; founder and director – Alexey Reznikov).

Let us recall that the auction for the right to conclude a contract involving the construction of a Martial Arts Center with an area of ​​5.2 thousand square meters (later increased to 7.77 thousand) within the framework of the national project “Demography” was held in the spring of 2022. At the same time, however, the second time, a contractor was also found – Energostroykompleks LLC, controlled by a well-known entrepreneur in the world of martial arts, Alexei Reznikov. The contract price was more than 816.3 million rubles, and the work was expected to be completed in the fall of 2024.

At the end of 2023, problems at the site became noticeable. Omsk residents did not meet deadlines for a number of stages, for which they received claims and fines from the customer – MKU Capital Construction Administration of Nizhnevartovsk. Sanctions, however, did not speed up the pace.

Moreover, observers predicted that it would be “unrealistic” to deliver the facility within the stipulated time frame. In February Natalia Komarovathen still the governor of the district, described the construction as “sleeping,” to which the mayor’s subordinates Dmitry Koshchenko responded with further penalties and demands to “mobilize” with the same success. Meanwhile, the cost of construction began to rise (up to 981 million), and no interruptions in budget financing were recorded.

In June, representatives of the mayor’s office told the agency that the center’s readiness was 41%, 55 people and 8 pieces of equipment were employed at the site, and the Omsk office expected to complete the project by the end of the year. And by August, when the schedule delay exceeded 4 months, it became quite obvious that the facility was turning into a long-term construction project. Readiness added 1%, and 50 people and 3 pieces of equipment worked on the site.

At the same time, the question arose about the redistribution of federal funding to complete construction by 2025and officials led by the mayor explained to the new head of Ugra, Ruslan Kukharuk, that the missed deadlines were due to the reorientation of partners to help new regions. However, no one noticed ESC activity there, and data on any contracts in these territories could not be found. Against this background left the mayor’s office of Nizhnevartovsk after a barrage of criticism and substantive interest of prosecutors construction block curator Viktor Sitnikov. His chair is in acting status. occupied by Stanislav Chebotarev, from whom the publication asked what the current situation with work on the Martial Arts Center was.

Apparently, the situation has only gotten worse over the past month and a half. So, according to the acting Director of the local depstroy, 20 people and 5 pieces of equipment go to the site every day, and the lag behind the schedule has already exceeded six months. The ESC did not respond to the warnings, did not want to mobilize resources, and having received demands for a penalty of 25.2 million rubles, did not voluntarily reimburse the funds, after which 16.6 million were withheld upon payment.

Meanwhile, the price of the agreement has once again increased, surpassing the billion mark, and now reaches more than 1.015 billion rubles. It is noteworthy that financing, as before, continues uninterruptedly. “The construction readiness of the facility for accepted and paid work is 37%, the technical readiness of the facility, taking into account unaccepted work, is 43%. Cash execution under the contract is 555.2 million rubles (55%), work accepted under the contract is 372.8 million rubles (37%),” Stanislav Chebotarev cited current data.

The publication’s interlocutor in the Nizhnevartovsk City Duma, assessing the processes at the construction site, shared his personal opinions regarding the prospects for work on the national project.
“If the current intensity of work is maintained, it is easy to calculate that the facility will be commissioned in about five years. Delays in terms of delivery were already evident a year and a half ago, but apparently everyone was happy with everything, the contractor ignored scoldings, and the cost rose. The thought involuntarily suggests itself: maybe the city is preparing a new long-term sawmill to replace the hospital? Maybe all the interested parties: the mayor’s office, UKS, the contractor are planning to spend another couple of billions on the national project?” – the deputy argues.

The administration of Nizhnevartovsk, apparently, is also approaching conclusions about the futility of such cooperation, and perhaps, as observers suggest, “fearing the consequences due to the disruption of work on the national project.”

“Due to the lack of construction readiness of the Sports Complex “Martial Arts Center” facility by the deadline stipulated by the municipal contract, the administration of the city of Nizhnevartovsk will consider the issue of terminating the municipal contract,” – Stanislav Chebotarev said.

Let us note that for Energostroykompleks such a scenario will not be the first in the company’s history. In 2022, the company was involved in the implementation of another significant project within the framework of the same “Demography” – the construction of a kindergarten in the Yasnaya Polyana district in its native Omsk under a contract with the regional Ministry of Construction for 481.6 million rubles, and it prepared the project itself. As follows from the information on the government procurement website, today the work has been completed only in the amount of about 7 million.

We would like to add that, at the request of MIFNS No. 5 for the Omsk Region, operations on ESC accounts in seven banks have been suspended.
