While deputies at all levels are trying to understand the reasons for the failure of road repair work in 2024, officials from the city administration are preparing auctions for road repairs in the regional capital for 2025 for the total amount:
Applications for participation in the competition are assessed in accordance with the criteria. The sum of the significance values of the evaluation criteria is 100 percent.
Applications for participation in the competition are assessed based on the following criteria:
1) contract price, the sum of prices of units of goods, work, services – 60% (KZ1 = 0.60);
2) qualifications of procurement participants – 40% (KZ2 = 0.40).
To evaluate applications according to the evaluation criterion “qualifications of procurement participants,” the following evaluation indicators are used:
2.1) availability of procurement participants experience in providing services related to the subject of the contract — 100% (KZP1 = 1.00).
Qualification of procurement participants – work experience related to the subject of the contract, characteristics (the highest price of one of the contracts executed by the procurement participant).
️ Only the executed contract(s) providing for the performance of repair, maintenance, major repairs, construction, and reconstruction of the highway are evaluated. ‼️
The number of points for the detailing indicator “the highest price of one of the contracts executed by the procurement participant” (BX1i), the best offer of which is the highest value of the characteristics of the procurement object, that is, the winner in these competitions will be the one who has one contract with the maximum in the arsenal of executed contracts cost.

It’s not difficult to guess, especially considering the fact that despite the governor’s instructions, the regional government procurement agency is now handling the bidding, but in fact the documents are being prepared by those known to us from dubious frauds Arthur Vanikovich Harutyunyan and no less famous Alexander Petrakovich. In other words, right before the eyes of the astonished public, another grab of kickbacks is being prepared. But deputies will be indignant about this issue next September. They don’t know how to do it in advance.
