In the shadow of more epoch-making campaigns, elections to the Irkutsk District Duma took place. They were followed sluggishly by the media and telegram channels, but, as you know, interesting fish swim in troubled waters. Before assessing the catch, let’s ask ourselves: for what purpose do some comrades persistently try to become “people’s representatives”?
What’s on it?
Alexey Panko (not to be confused with his brother Alexander from the Irkutsk City Duma) has been a deputy since 2009. He was listed as a co-owner and executive director of a company with the modest name of Napoleon LLC. May 15, 2024, shortly after his death Petra Novoseltsevatook the chair of the Chairman of the Duma of the IRMO. One of these days, with a 99% probability, he will lead it again. For now for a year, because in fact the current composition is the funeral team of the district and 21 settlements merged into a single municipal district.
Evgeny Kuznetsov almost eight years younger, therefore he entered the district Duma quietly only for the second time – on September 8 with an infinitely “high” voter turnout of 6.8%. Registered as an individual entrepreneur with the main activity of “Purchase and sale of real estate”.

And this summer, a ray of hope flashed among the villagers, when a transformer substation appeared in a cleared area of pine forest. It’s hard not to notice, as it’s located on the 8th kilometer of the Aleksandrovsky tract, near the guest house “Sudar”.
The appearance of TP was preceded by an interesting story in October 2023. A group of people called out to Urikovsky entrepreneurs to take the felled trees for the needs of the families of the SVO participants. True, the wives of the fighters only got the tops, and the six-meter trunks lay in stacks until they were sent by log trucks to the nearest sawmill. That’s what the locals told us.
A grid of clearings stretches for many hundreds of meters. Everywhere along the way we are met by uprooted massive stumps and dead wood left to rot. Probably, soon the same picture, only on a much larger scale, will be repeated in the squares between the clearings. Who was lucky enough to so shamelessly grab forest lands right in the suburbs? And why did this supposedly DNT come up with the cynical name “Silver Forest”? They would have called it directly – “Tops and Stumps.”
Lucky women deputies
First, we made a request to Roskadastre for one of the demarcated sections – 38:06:111215:4823. He was also given the address: Irkutsk region, Irkutsk district, Dacha non-profit partnership “Silver Forest”, site No. 36.
Oh, miracle! Co-owners: Kuznetsova Elena Anatolyevna and Panko Irina Nikolaevna. For those skeptics who decided that the names of the women only coincided by chance with the defenders of the interests of Urik and Granovshchina in the district Duma, let us explain: Elena Anatolyevna is the mother of deputy Evgeny Kuznetsov, and Irina Nikolaevna is the wife of Speaker Alexei Panko.
Just in case, we repeated the action and found out that other sections of the Silver Forest DNT have the same owners in equal shares. Then we went to the “Anti-Corruption” tab of the Duma of the IRMO. And there, in the information about the property of the deputies, Panko in the column “spouse” only for shared ownership (1/2) counted 91 plots with a total area of 135,816 square meters. On average 15 acres each.
However, from the materials of the Irkutsk Regional Court dated May 22, 2022 (we will tell you in more detail below), it follows that Panko and Kuznetsova, by right of common ownership, own 102 plots with an area of 200,000 square meters. m.
We understand everything – deputies have a hard job, and for harmfulness it is necessary to give milk to their mothers and wives. But for some reason, thousands of large families cannot receive a single plot of land, but here a vast latifundia was donated (!!!) for resale in parts. By the way, Evgeny Kuznetsov, as his fellow countrymen said, is already looking for buyers with all his might.
“They are not copyright holders”
Earlier, Elena Anatolyevna Kuznetsova and Irina Nikolaevna Panko filed a claim with the Irkutsk District Court against the regional Ministry of Forestry to invalidate the survey results and exclude information about the description of the location of the boundaries of a land plot with an area of 200,000 square meters. m and establishing it based on actual use (!!!) for country house construction.
The court found that the original land plot was registered in the cadastral register, belongs to the lands of the forest fund, intended for forestryis multi-circuit, the ownership right of the Russian Federation is registered for the specified land plot.
On January 18, 2022, the court of first instance refused to satisfy the claim against the Ministry of Forestry of the Irkutsk Region E.A. Kuznetsova, I.N. Panko. On May 22 of the same year, their appeal was rejected by the judicial panel for civil cases of the Irkutsk Regional Court.
By the way, according to the Roskadastre extract on the land plot, the “Resolution on the prohibition of carrying out registration actions” is indicated by the Right Bank OSP of the city of Irkutsk GUFSSP of Russia for the Irkutsk region, No. 796584185/3816 (357960/24/38016-IP), issued on 07/13/2024.
Naumov sits, but his work goes on

It is also clear that Naumov was then charged with only the tip of the iceberg of stolen lands. Specifically, “fake” DNT and SNT on 11-12 kilometers of the Baikal Highway. And many years after his arrest, new “snowdrops” of his Stakhanovist work appear.
It is symbolic that the Kuibyshevsky District Court handed down the sentence to the ex-mayor on May 26, 2022 – a few days after the Irkutsk Regional Court rejected the appeal of Panko and Kuznetsova for the Silver Forest DNT at the 8th kilometer of the Aleksandrovsky Tract.

We will not make predictions whether the re-elected deputies – their husband and son – will be able to finally legitimize the “Muddy Forest” and bring it into the “cache”. Obviously, it was also for this task that they went to the Duma of the Irkutsk region, and the first one is again aiming for the chair of its chairman.
Well, even if such registration and sale of land plots drags on for years, ladies and gentlemen Panko and Kuznetsov will definitely not be left in the red. Once again we look at the photographs and note the most important thing – the transformer substation! Let’s not say unfoundedly that ASICs for mining are buzzing in these containers. Most likely, immediately after publication they will be hidden in another place, even for several days.
Knowing these “dacha comrades” from the episode with the wood, there is no doubt that the TP will now be used to the fullest. Fortunately, they have a rural tariff. And they didn’t care about the appeal Governor Igor Kobzev to the Chairman of the Government of the Russian Federation Mikhail Mishustin with a request to ban cryptocurrency mining in the south of the Irkutsk region.
Moreover, they spat from a high bell tower on ordinary residents of Urik and Granovshchina, who, due to a shortage of power, cannot receive electricity.
