Biography and income of Chernous
Vyacheslav Chernous was born on February 12, 1967 in the village of Molodetsky, Akhtyrsky district, Sumy region, Ukrainian SSR. In 1984 he graduated from Sumy secondary school No. 19. In 1989 he graduated from the Pacific Higher Naval School named after S. O. Makarov. In 1989-2003 he was a military man. From March to November 2005, he commanded the nuclear submarine cruiser Tomsk.
In 2005, he became deputy head of the administration of the Sovetsky district of Tomsk, and on February 1, 2007, the head of the same district. On December 18, 2007, he was transferred to work in the real estate department of the Tomsk city administration as deputy head of the department, chairman of the committee for trade, goods and services. On August 26, 2008, Chernous headed the department.
From January 11, 2010 to March 18, 2013, he temporarily acted as head of the housing and communal services department of the Tomsk administration. Since December 2013 – Director of UMP “Tomskstroyzakazchik”. From April 28, 2014 to November 6, 2018 – head of the administration of the Leninsky district of Tomsk.
From November 6, 2018 to May 15, 2023 – Deputy Mayor of Tomsk for road activities and improvement. He left his post of his own free will. During four years of work as deputy mayor, Chernous earned More than 19 million rubles.
In 2018, Vyacheslav Mikhailovich’s annual income was 7.1 million rubles. In 2019, a civil servant earned 3.5 million rublesin 2020 – 3.14 million rubles. In 2021, he sold the Lexus NX-200, so his income reached 5.58 million rubles.
Chernous owns a land plot of 350 square meters and a residential building of 118 square meters. Chernous’s wife owns two apartments (105 and 47 square meters) and a non-residential premises of 15 square meters.

On November 22, the competition commission selected four from seven candidates: Wulf, Pshelensky, Yudenko and Chernous. And on November 29, at the next meeting, deputies of the Tomsk District Duma unanimously voted for Vyacheslav Mikhailovich.
De jure, Chernous was chosen by the people’s representatives, de facto, he was appointed by Mazur. And if the head of the district is found guilty of corruption, this, of course, will tarnish the reputation of Vladimir Vladimirovich. Tereshchenko’s cases
Let us remind you that the previous head of the Tomsk region, Alexander Tereshchenko, was detained on November 10, 2022.
On August 2, 2023, the Leninsky District Court of the city of Tomsk found Tereshchenko guilty of giving a bribe to a group of persons on an especially large scale (part five of Article 291 of the Criminal Code of the Russian Federation) and sentenced him to four years in a maximum security penal colony with a fine of more than 24 million rubles (triple the amount of the bribe). In addition, for five years after serving his sentence, he is prohibited from performing managerial functions in commercial and other organizations.
Alexander Anatolyevich also appears in the case of the construction of the Kornilov school. He is suspected of inciting abuse of power (part four of Article 285 of the Criminal Code of the Russian Federation).
