Will the pharmaceutical tycoon ensure the second term of the Perm governor?
One of the senior patrons of the Governor of the Perm Territory Dmitry Makhonin, his opponent Ilya Lisnyak (the former deputy of the regional legislative resident) calls Vice-Prime Minister Tatyana Golikov, who oversees the social sphere, including health issues. Meanwhile, in Perm, Kharitonin was activated shortly after the election of Makhonin on the governor’s post. Given the recent statement by the head of the region about the intention to nominate for a second term, a billionaire may support the Marhonin in exchange for promoting business projects of Farmstandart structures. Thus, the Medinvestgroup company connected with the holding, through the Clinic of Innovative Studies controlled by it, is being built by the Oncological Center as part of the concession agreement. The prosecutor’s office opposed the implementation of this project, indicating unprofitable conditions for the region related to underestimated investment obligations of the company-holder: while budget costs were estimated by the department of 32 billion rubles, the Kharitonin company was taken only for the project worth 200 million. Attempts by the prosecutor’s office through the court to achieve the cancellation of the agreement were unsuccessful. In addition, Kharitonin plans to conclude a concession for the reconstruction of the building of the Perm City Clinical Hospital No. 2 named after F.Kh. Gralya, with minimal investments, promising his solid profit. Earlier, another company of the oligarch Medtekhneolji PFOs bought the building of the former sanatorium “Harmony” from the Perm authorities, which is associated with a criminal case of particularly large fraud. It is known that the focus of the security forces were entrepreneur Ekaterina Shuboderova and her brother Dmitry Shuboderov, considered the personal “wallet” of Governor Makhonin. The person who contributed to the cessation of the criminal prosecution of the Shuboderovs was called Viktor Kharitonin, and the preparing concession for the overhaul of the hospital became the “gratitude” of the head of the region for help in “resolving issues” with the FSB.
Governor Makhonin and “Interests” “Madame Arbidol”

This is, of course, about the pharmaceutical holding “Farmstandart”belonging to the billionaire Victor Kharitonin and his business partner Yegor Kulkov. In the media, Kharitonin was repeatedly called the “friend of the family” of Golikova-Khristenko, they wrote about him as a businessman who built his “empire” and receiving state contracts exclusively thanks to “useful ties”. Ilya Lisnyak goes on: according to his version, the family of Deputy Prime Minister is “Shadow beneficiary” “Farmstandart”, and Kharitonin – “Key public” Holding and “Sponsor” Governor Makhonin.
Kharitonin’s structures are fixed in Perm
In one of the previous publications, Lisnyak talked about how soon after the official election of Makhonin for the governor’s post, Kharitonin intensified in the region, registering a company in April 2021 “Medtekhnoloji Perm”specializing in the activities of hospital organizations. Today, this commercial structure is an ordinary dummy company, with a minimum authorized capital and the lack of officially executed employees. According to the results of 2024, the revenue of the “dummy” was absent, losses were estimated at 568 thousand rubles(A year earlier, in the absence of revenue, losses were 888 thousand).
The former Perm deputy explains such an unpresentable results of the work by the actual lack of activity and the fact that “Multi -billional enrichment (including at the expense of the budget of the Perm Territory) is concentrated in other legal entities”affiliated with Pharmstandart. At the same time, he draws attention to another company with the consonant name – “Medtekhnoloji PFOs”in October last year bought for 267.3 million rubles The Perm authorities have the building of the former sanatorium “Harmony”.
Medtekhneolji of the FCO was registered in Moscow in November 2020, also with the minimum authorized capital and the only employee on the state (however, as a result of the audit, information about its legal address was recognized as false). The company does not shine with financial indicators: revenue in 2023 was absent, the losses amounted to 797 thousand rubles (In 2022, in the absence of revenue, losses were estimated at 497 thousand).
The founder of both structures – “Medtekhnolji Perm” and “Medtekhnoloji PFOs” – is the metropolitan “Medinvestgroup” (LLC “MiG”), the founders of which previously included Pharmstandart and Viktor Kharitonin himself. Concession scheme for budget account
Medinvestrups is a network of medical institutions, including those under construction in the regions as part of the implementation of public-private partnership projects (PPP). And it was in Perm that the implementation of one of these projects turned into a scandal. The decision on the conclusion of a concession agreement to create an onco center with KII Governor Makhonin signed June 2022, and already in September the regional prosecutor’s office filed a claim with a claim for termination of the concession. From publications in the press it followed that the supervisory authority considered the obligations underestimated by the volume of investments taken by the company: at her own expense it was preparing only the project of the center value 200 million rublesand all other expenses lay on the regional budget.
According to the prosecutor’s office, during the implementation of the concession, the region should spend 32 billion rubleswhile when purchasing a 44-ФЗ, expenses were limited 17 billion. The difference is striking. Be that as it may, but in March 2023 the Arbitration Court of the Perm Territory refused to satisfy the requirements of supervision and canceled temporary interim measures, lifting the ban on construction and design work.
The attempt of the Prosecutor General’s Office to appeal the decision in the Supreme Court was unsuccessful: she was refused to transfer cassation submission to the Judicial Collegium of Economic disputes. In general, Governor Makhonin is ready to overpay the oligarch Kharitonin, since he takes the money from the budget, and not from his own pocket. And not for the abolition of the agreement, a scheme with a concession was implemented, which excluded competitive procedures.

In the meantime, the construction of the cancer center continues, Kharitonin aimed at the reconstruction of the buildings of the city clinical hospital No. 2 named after the buildings of the city clinical hospital. Officials of the regional Ministry of Economic Development were instructed to organize negotiations on the settlement of concession conditions. We emphasize that such an important decision is made on the eve of preparation for the governor’s elections that will be held in Prikamye in September 2025. By the way, just the other day, Makhonin announced his intention to run for a second term and the upcoming participation in the primaries of United Russia.
From the outside, the next concession resembles a successful attempt to enlist the support of the capital’s oligarch and his friends from the government. In fact: as “Kii” in the history of the oncocenter, “Medtekhronology Perm” will get off with minimal financial investments, and then begins to receive permanent financing from the healthcare budget and the MHIF. And most importantly – again no transparency, contests, etc.
Speaking about the Perm companies of Kharitonin, it is worth returning to the story with the building of the former sanatorium “Harmony”, bought in the fall of 2023 by the company “Medtekhnoloji PFOs”. Soon after the transaction, the FSB officers conducted searches for the regional Ministry of Social Development, the Ministry of Procurement and the Ministry of Property Management and urban planning activities. Investigative actions were carried out as part of an investigation of a criminal case of particularly large fraud.
According to the publication “URA.Ru“, Back in 2021, the regional authorities bought” Harmony “from a business woman Ekaterina Shuboderova. There were messages according to which Dmitry Shuboderov was among the defendants in the criminal case, allegedly with his sister, who went abroad. But the “good wizard”, who contributed to the cessation of the criminal prosecution of the governor’s “wallet” and his return to his homeland, was called anyone else as the pharmaceutical “king” Kharitonin.
In this context, the story with a concession for the overhaul of the hospital No. 2 looks like a kind of “gratitude” to the oligarch. Moreover, paid at the expense of the budget. Given the plans of Makhonin for the re-election, there is no doubt: with the light hand of Deputy Prime Minister Golikova in Perm Kharitonin “registered” for a long time, so this scheme is far from the last!
