The scheme for earning money on utility bills is as follows. First, a criminal group organizes the seizure of an object of interest to it – some residential complex or a separate house. And he presents the matter in such a way that the property management company has simply changed. Sometimes the raiders are helped in this by particularly violent local residents – some are simply irrationally dissatisfied with the current Criminal Code, others are promised to write off debts for housing and communal services. Then, when the object is taken under control, its population begins to receive payments from the office controlled by the raiders and surprisecIWhy don’t they remove the snow or change burnt out light bulbs? Then the most unpleasant things for residents can happen.
A good illustration of what happens when a house or an entire block becomes hostage to criminal management is the dramatic story of the New Trekhgorka microdistrict, in Odintsovo, near Moscow. In 2015, the Delta Management Company of the Babaev brothers declared its claims to several houses there. Dozens of thugs in jackets with the management logo staged a real assault on entrances, utility rooms, and basements. The besieged tried to resist, but the raiders did not stand on ceremony, even beating up women who came to hand. And in the end they achieved their goal: the Babaevs settled in “New Trekhgorka” for feeding.
And a couple of years later in the microdistrict… the electricity went out. “The power went out this morning. There is no electricity in the entire area: in apartments, entrances. Elevators do not work, food spoils in refrigerated rooms in stores on the ground floors. I regularly pay for electricity, why should I endure this,” one local resident was perplexed then. So in “New Trekhgorka” a disaster occurred: “Here I am, a pregnant woman, yesterday I had to sit from 12 o’clock to four o’clock, because I could not go up to the 12th floor,” “we have a lot of small children in the house.” ! You have to cook, you have to wash, you have to wash the children,” and there were a lot of similar stories back then.
The cause of all these troubles was the huge debts accumulated by Babaev’s Delta Management Company to Mosoblenergo. It also turned out that the fake manager did not pay Odintsovo Vodokanal. In total, along the road that ran through the Delta from citizens to resource suppliers over 600 million rubles disappeared. It was reported that criminal cases had been initiated for non-payment of this astronomical amount. And then everything calmed down – the Babayevs remained unpunished.
It can be assumed that the collapse in “New Trekhgorka” would not have happened if government agencies had been able to take the lead and stop the actions of the Babayev gang at the stage of seizing houses. After all, the brothers’ malicious activities did not begin in 2015.
Three years earlier, the residents of Makhachkala made quite a noise when they attacked the premium – nowhere more premium – residential complex “Deputy House” in Moscow, on Olof Palme Street. The Kremlin and government officials, senators and deputies who inhabited the complex are unlikely to exaggerate if they call themselves victims of the Babayevs. After all, they not only delivered senior civil servants are worried when cut off locks from common propertybut also literally put the residents of the residential complex on the money. In particular, according to the financial statements of the next Babaev management company “Capital City” for 2021, in the “Deputy House” the raiders spent 15.4 million on cleaning the entrances, 8 million on “maintaining the pants,” that is, “maintenance and repair of structural elements “, 16 million for some “additional work” etc. However, the VIPs apparently lost their nerve, and the Babaevs finally felt their own impunity.
So 2024 accommodated another escapade of raiders. In early December, it became known that a gang of brothers attacked the Nebo residential complex on Michurinsky Avenue. According to reports from the field, there, following the scheme described above, they found a violent citizen in the person of Rustem Ravilyevich Bogdanov, who assisted the invaders in entering the control room, stopping the elevators and turning off the fire alarm. Moreover, this person involved does not even live in the residential complex. In a separate line, it is worth mentioning that Babaev’s Capital City Management Company, which laid claim to “Sky,” is not included in the register of licenses of the city of Moscow, that is, it does not have the right to manage real estate. But have such trifles ever stopped the Babaevs?
Years go by. Housing and communal services tariffs are increasing, utility disasters are occurring, some parliamentarians are moving out of the “Deputy House”, while others are moving in. And only in the “business” of the Babaev brothers everything remains unchanged. Is the state really interested in the existence of such parasites?
